苏武奉命出使匈奴，被扣留。匈奴多次劝他投降，他都不答应。匈奴把他送到北海边，让他放公羊，说公羊生了小羊才放他回去。苏武在苦寒之地牧羊十九年，始终手持汉节。后来汉朝与匈奴和好，他才回到长安。

苏武牧羊指在艰难环境中坚持气节、不改变立场；比喻对信念的长期坚守。
